CSC’s statement on the report on barriers to free movement of non-personal data in Finland

CSC supports free movement of data and therefore also elimination of barriers to free movement of non-personal data. The report, however, does not include all ministries. Possible barriers to free movement of non-personal data must be examined also in these lacking ministries.

Separation of personal and non-personal data must be done carefully. In the health sector, there is a lot of personal data that can be made non-personal. Free movement of this kind of non-personal data is crucial for medical research and therefore must be guaranteed.

CSC wants to emphasize that eliminating restrictions on the location of data is not enough to guarantee the free movement of data. The best way to ensure the free movement of data is to take care that data is technically, organisationally, semantically and legislatively interoperable.
