Statement on the draft of a national public procurement strategy

CSC supports the creation of the strategy and considers the proposed objectives and actions suitable. Strategic, horizontal perspective on procurement and its societal impact is especially needed. Central things to consider are the economic efficiency and ecological sustainability of procurement, information management and utilisation of digitalisation, interaction between public and private sector and resilience. These aspects need to be taken into account when evaluating the possible needs for changes. It is of utmost importance that legislative barriers to innovative, sustainable and economically efficient procurement are removed.

CSC emphasises that public procurement must be systematical and economically efficient. Societal impact, ecological sustainability and Finland's competitiveness are the main aspect that must be considered. Therefore also the appropriateness of Finland's current legislation must be analysed. For example, the current limit in business that in-house entities can do with other actors than their contracting entities is putting Finnish in-house entities in an unequal position compared to similar actors in other EU member states. This for example decreases Finnish actors’ possibilities to receive EU funding. Currently the legislation does not take into account different nature of different in-house entities. Therefore, there is a strong need for a report on the impacts of the procurement legislation.
