Statement to the European Commission on the revision of the NIS Directive

CSC welcomes the plan to update the NIS Directive and sees it as an opportunity to improve the coherence of the cybersecurity regulation across the Union and to clarify the rules concerning information sharing as well as certain terminological issues.

Improving the coherence of regulation is important for ensuring a level playing field for operators covered by the NIS Directive. Clarifying the rules pertaining to information sharing can make it easier to share e.g. IOC or threat information among CSIRT actors and thereby support incident mitigation.

The Directive should make a clear distinction between national CSIRTs run by public authorities and other CSIRTs. This could be done by using the established terms used by the practitioners: national CSIRTs and common CSIRTs.
