Competence development speeded up at the Compleap stakeholder seminar

Compleap, an EU project on competence development coordinated by CSC, drew a large number of stakeholders to the Ministry of Education and Culture's premises in Helsinki on 9 April 2018. At the first stakeholder seminar of the project, the design process of prototypes for digital services was started together with the stakeholders. This one-day seminar focused on digital services for competence development through different themes. In the afternoon, the seminar participants got together at workshops dealing with competence mapping, comparing educational opportunities and rolling admissions.

Compleap is a two-year project funded by the EU that builds a learner-centered ecosystem of digital services around the development of individuals' skills and competences to better match competence supply and demand. The goal is to create an architecture framework for modelling competence development that can be applied throughout Europe at the national level. In addition, three prototypes for digital services will be implemented on the basis of the framework, which will be tested during the second year of the project in co-operation with stakeholders.

The prototypes being developed in the project will be integrated with existing national infrastructures and make use of learning analytics to support the choices made by individuals.

Competence as part of all learning

The project period of Compleap started in December 2017. During its first months, the project team has been working on a framework description of paths to mapping a learner's competence.

As a learner-centred project, Compleap investigates what digital services a learner uses as part of his or her competence mapping process, and how this process could be made as approachable and streamlined as possible. The international framework approaches competence as part of all learning – in higher education, vocational education and training, work life and other actions to map competence alike.

Participants at the stakeholder seminar were introduced to the Compleap project in Helsinki in April 2018.

The results achieved so far in framework development were presented to the seminar.

 – The competence development needs of adults, especially those who are at work and planning to change careers, emerged particularly strongly at the seminar. Compleap approaches competence development from the perspective of lifelong learning, aiming to create digital services that would benefit learners regardless of their age or life situation, explains Antti Laitinen, Compleap Project Coordinator at CSC.

Prototypes were brainstormed at the seminar's afternoon workshops, and one hundred ideas concerning digital services for competence development were produced. These ideas will be honed into preliminary prototypes that will be perfected with the stakeholders.

Cooperation will continue in the Hague

The stakeholder seminar in Helsinki successfully brought together stakeholders ranging from education actors to trade unions, student organisations and labour market stakeholders. The discussions at the workshops were lively, and the seminar was considered productive and the Compleap project topical and necessary.

The development of Compleap prototypes will begin in the summer, and the stakeholders' expertise will play a significant role in their successful completion. The prototype development will be led by the Finnish National Agency for Education, which will organise expert workshops on this theme. As Compleap is an EU project, the stakeholder cooperation is international in nature. The next stakeholder seminar will be held in the Hague, the Netherlands, on 14 June 2018. It will be organised by DUO (Dienst Institute Onderwjis), which will introduce Central European participants to the themes of the Compleap framework and prototypes.
