Sensitive research data: Researcher publishes dataset to FEGA

We have been analysing personally identifiable genetic and phenotypic data consented for research use in our research project, and now we would like to publish our findings in a scientific journal. The journal requires us to also publish our data for restricted access in a suitable repository.
Because the data are sensitive and personally identifiable, we need to comply with the requirements of GDPR and national data protection legislation when considering the options for publishing our research data. Finnish FEGA service allows us to store the published data in Finland, have them discoverable internationally on EGA web page, and control access to the data with Sensitive Data (SD) services. From FEGA, we receive an EGA accession ID for the dataset which we can share with the scientific journal for our publication.
For publishing our data according to FAIR principles, we can use the following services:
- Finnish FEGA for submitting data and metadata
- SD Apply for managing data access
Please be aware that this process can be lengthy (anywhere between one to four months), but we will support you at every step.
Start process with CSC and organizational DAC
Contact CSC Service Desk and your organization’s Data Access Committee (DAC). You need approval from DAC for your dataset submission. If your organization hasn’t formed a DAC and/or doesn’t have the service agreement with CSC you need to reserve time for this process. Contact your organization’s legal service and CSC Service Desk.

Once the legal agreements between the data controller and CSC are finalized, you can create EGA credentials. Encrypt and upload data with provided tools.

Next, you can describe all the information related to your study, i.e. non-sensitive public metadata, by using the Finnish FEGA submitter portal. The public metadata will be published on the EGA website to facilitate data discovery and re-use.

CSC Service Desk will complete the release process. You will receive confirmation of successful submission and accessions suitable for publication, grants, etc. from the CSC helpdesk. After publishing, other researchers can apply access to your dataset via SD Apply and the applications will be processed by your organization’s DAC.
